The Arkansas Teacher Corps currently partners with school districts that meet the following minimum criteria:
- Member of one of the following education service cooperatives:
- 50% or more of the student population qualified for free-and-reduced lunch
- Demonstrated need for and commitment to recruiting, retaining, training, and supporting novice teachers
ATC prioritizes eligible school districts that meet the following preferred criteria:
- 70% or more of the student population qualified for free-and-reduced lunch
- 60% or more of the student population identifies as a racial or ethnic minority
- Located in a rural area (particularly the Delta) and/or contiguous to current school partners
- Receiving “coordinated”, “directed”, or “intensive” support from DESE (or whose schools have been rated C, D, or F on the annual report card)
School districts partnering with ATC commit to the following:
- Notify ATC of open teaching vacancies as soon as possible (priority deadline April 1 for the following school year)
- Interview ATC fellows recommended for open teaching positions and decide whether to make an offer of employment within 1 week
- Hire ATC fellows for K-12 classroom “teacher of record” position in which they teach the content area of their provisional license at least 50% of the day
- Employ ATC fellows as full-time employees of school district with same rights, responsibilities, and benefits as other teachers
- Provide a safe and supportive professional environment in which novice teachers can grow in the profession
- Provide ATC fellows with a novice teacher mentor as required by the AR DESE
- Collaborate with ATC staff to develop, support, and retain ATC fellows employed as teachers
- Allow ATC coaches to visit with ATC fellows, observe their classroom, record their lessons for viewing by ATC fellow and staff, and review classroom data/student work
- Allow ATC to conduct an evaluation of the program’s effectiveness by collecting ACT Aspire scores, administering student surveys, and observing both ATC fellows and similar non-ATC teachers for comparison
- Pay $2,500/year for a traditionally recruited fellow and $5,000/year for a community sponsored fellow
- Do not discriminate against any person by reason of race or ethnicity, color, disability, gender, sexual orientation, age, religion, national origin, or veteran status
ATC makes the following commitments to partner school districts:
- Recruit teachers from diverse backgrounds, prioritizing candidates from partner communities and selecting individuals who are eligible to be licensed
- Facilitate a fair, efficient matching process of all fellow and partner school districts, recommending ATC fellows to districts and approving final teacher placements
- Train and support any Community Sponsored Fellow selected by partner district
- Observe ATC fellows teaching frequently, provide detailed feedback, and scaffold support to meet growth goal(s)
- Complete formal TESS evaluation of ATC fellows at the end of each semester
- Collaborate on classroom performance and effectiveness of ATC fellows, communicating concerns to District in reasonable and timely manner
- Plan and facilitate 36+ hours of professional development for ATC fellows each year
- Maintain ADE-approved educator preparation program that allows Fellows to gain provisional license year 1 and standard 5-year license after year 3
- Conduct formal program evaluation bi-annually to monitor program effectiveness
- Maintain teacher confidentiality and student privacy as required by law
